(31) Nor (is there blame) on those who came to you to be provided with mounts, when you said: "I can find no mounts for you," they turned back, while their eyes overflowing with tears of grief that they could not find anything to spend (for Jihad).

(32) And of the bedouins there are some who look upon what they spend (in Allah's Cause) as a fine and watch for calamities for you, on them be the calamity of evil. And Allah is All-Hearer, All-Knower.

(33) And of the bedouins there are some who believe in Allah and the Last Day, and look upon what they spend in Allah's Cause as means of nearness to Allah, and a cause of receiving the Messenger's invocations. Indeed these (spendings in Allah's Cause) are a means of nearness for them. Allah will admit them to His Mercy. Certainly Allah is Oft-Forgiving, Most Merciful.

(34) Nor do they spend anything (in Allah's Cause) - small or great - nor cross a valley, but is written to their credit that Allah may recompense them with the best of what they used to do (i.e. Allah will reward their good deeds according to the reward of their best deeds which they did in the most perfect manner).

(35) And those who remain patient, seeking their Lord's Countenance, perform As-Salat (Iqamat-as-Salat), and spend out of that which We have bestowed on them, secretly and openly, and defend evil with good, for such there is a good end.

(36) Say (O Muhammad صلى الله عليه و سلم) to 'Ibadi (My slaves) who have believed, that they should perform As-Salat (Iqamat-as-Salat ), and spend in charity out of the sustenance We have given them, secretly and openly, before the coming of a Day on which there will be neither mutual bargaining nor befriending.

(37) Allah puts forward the example of (two men - a believer and a disbeliever); a slave (disbeliever) under the possession of another, he has no power of any sort, and (the other), a man (believer) on whom We have bestowed a good provision from Us, and he spends thereof secretly and openly. Can they be equal? (By no means). All the praises and thanks are to Allah. Nay! (But) most of them know not.

(38) And give to the kinsman his due and to the Miskin (poor) and to the wayfarer. But spend not wastefully (your wealth) in the manner of a spendthrift. (Tafsir At-Tabari)

(39) Verily, the spendthrifts are brothers of the Shayatin (devils), and the Shaitan (Devil-Satan) is ever ungrateful to his Lord.

(40) And let not your hand be tied (like a miser) to your neck, nor stretch it forth to its utmost reach (like a spendthrift), so that you become blameworthy and in severe poverty.
