(21) (This is) a Surah (chapter of the Qur'an) which We have sent down and which We have enjoined, (ordained its laws); and in it We have revealed manifest Ayat (proofs, evidence, verses, lessons, signs, revelations - lawful and unlawful things, and set boundaries of Islamic Religion), that you may remember.

(22) And the Messenger (Muhammad صلى الله عليه وسلم) will say: "O my Lord! Verily, my people deserted this Qur'an (neither listened to it, nor acted on its laws and teachings).

(23) Verily, He Who has given you (O Muhammad صلى الله عليه وسلم) the Qur'an (i.e. ordered you to act on its laws and to preach it to others) will surely bring you back to Ma'ad (place of return, either to Makkah or to Paradise after your death). Say (O Muhammad صلى الله عليه وسلم): "My Lord is Aware of him who brings guidance, and of him who is in manifest error."

(24) By the Qur'an, full of wisdom (i.e. full of laws, evidence, and proofs),

(25) And indeed We gave the Children of Israel the Scripture, and the understanding of the Scripture and its laws, and the Prophethood; and provided them with good things, and preferred them above the 'Alamin (mankind and jinn of their time, during that period),

(26) Then We have put you (O Muhammad صلى الله عليه و سلم) on a (plain) way of (Our) commandment [like the one which We commanded Our Messengers before you (i.e. legal ways and laws of the Islamic Monotheism)]. So follow you that (Islamic Monotheism and its laws), and follow not the desires of those who know not. (Tafsir At-Tabari).

(27) That is because they hate that which Allah has sent down (this Qur'an and Islamic laws, etc.); so He has made their deeds fruitless.

(28) He it is Who sent among the unlettered ones a Messenger (Muhammad صلى الله عليه وسلم) from among themselves, reciting to them His Verses, purifying them (from the filth of disbelief and polytheism), and teaching them the Book (this Qur'an, Islamic laws and Islamic jurisprudence) and Al-Hikmah (As-Sunnah: legal ways, orders, acts of worship of Prophet Muhammad صلى الله عليه وسلم). And verily, they had been before in manifest error;

(29) The likeness of those who were entrusted with the (obligation of the) Taurat (Torah) (i.e. to obey its commandments and to practise its laws), but who subsequently failed in those (obligations), is as the likeness of a donkey which carries huge burdens of books (but understands nothing from them). How bad is the example of people who deny the Ayat (proofs, evidence, verses, signs, revelations) of Allah. And Allah guides not the people who are Zalimun (polytheists, wrong-doers, disbelievers).

(30) That We might try them thereby. And whosoever turns away from the Reminder of his Lord (i.e. this Qur'an, - and practise not its laws and orders), He will cause him to enter in a severe torment (i.e. Hell).
