(31) And when they see an Ayah (a sign, or an evidence) from Allah, they mock at it.

(32) Did we take them as an object of mockery, or have (our) eyes failed to perceive them?"

(33) And the evils of that which they earned will become apparent to them, and that which they used to mock at will encircle them.

(34) Lest a person should say: "Alas, my grief that I was undutiful to Allah (i.e. I have not done what Allah has ordered me to do), and I was indeed among those who mocked [at the truth! i.e. La ilaha illallah (none has the right to be worshipped but Allah), the Qur'an, and Muhammad صلى الله عليه وسلم and at the faithful believers]

(35) Then when their Messengers came to them with clear proofs, they were glad (and proud) with that which they had of the knowledge (of worldly things). And that at which they used to mock, surrounded them (i.e. the punishment).

(36) And never came there a Prophet to them but they used to mock at him.

(37) And the evil of what they did will appear to them, and that which they used to mock at will completely encircle them.

(38) This, because you took the revelations of Allah (this Qur'an) in mockery, and the life of the world deceived you. So this Day, they shall not be taken out from there (Hell), nor shall they be returned to the worldly life, (so that they repent to Allah, and beg His Pardon for their sins).

(39) And indeed We had firmly established them with that wherewith We have not established you (O Quraish)! And We had assigned them the (faculties of) hearing (ears), seeing (eyes), and hearts; but their hearing (ears), seeing (eyes), and their hearts availed them nothing since they used to deny the Ayat (Allah's Prophets and their Prophethood, proofs, evidence, verses, signs, revelations) of Allah, and they were completely encircled by that which they used to mock at!

(40) So what is the matter with those who disbelieve that they hasten to listen from you [O Muhammad صلى الله عليه وسلم), in order to belie you and to mock at you, and at Allah's Book (this Qur'an)].
