(17) So when they had reached the junction of the two (rivers) they forgot their fish, and it took its way into the sea, going away.

(18) Until when he reached the place where the sun set, he found it going down into a black sea, and found by it a people. We said: O Zulqarnain! either give them a chastisement or do them a benefit.

(19) They said: We do not prefer you to what has come to us of clear arguments and to He Who made us, therefore decide what you are going to decide; you can only decide about this world's life.

(20) (Musa) said: O Haroun! what prevented you, when you saw them going astray,
