(21) The believers, men and women, are Auliya' (helpers, supporters, friends, protectors) of one another; they enjoin (on the people) Al-Ma'ruf (i.e. Islamic Monotheism and all that Islam orders one to do), and forbid (people) from Al-Munkar (i.e. polytheism and disbelief of all kinds, and all that Islam has forbidden); they perform As-Salat (Iqamat-as-Salat), and give the zakat, and obey Allah and His Messenger. Allah will have His Mercy on them. Surely Allah is All-Mighty, All-Wise.
(22) And of them are some who made a covenant with Allah (saying): "If He bestowed on us of His Bounty, we will verily give Sadaqah (zakat and voluntary charity in Allah's Cause) and will be certainly among those who are righteous."
(23) Then when He gave them of His Bounty, they became niggardly [refused to pay the Sadaqah (zakat or voluntary charity)], and turned away, averse.
(24) "And He has made me blessed wheresoever I be, and has enjoined on me Salat (prayer), and zakat, as long as I live."
(25) And he used to enjoin on his family and his people As-Salat (the prayers) and the zakat and his Lord was pleased with him.
(26) And We made them leaders, guiding (mankind) by Our Command, and We revealed to them the doing of good deeds, performing Salat (Iqamat-as-Salat), and the giving of zakat and of Us (Alone) they were the worshippers.
(27) Those (Muslim rulers) who, if We give them power in the land, (they) enjoin Iqamat-as-Salat [i.e. to perform the five compulsory congregational Salat (prayers) (the males in mosques)], to pay the zakat and they enjoin Al-Ma'ruf (i.e. Islamic Monotheism and all that Islam orders one to do), and forbid Al-Munkar (i.e. disbelief, polytheism and all that Islam has forbidden) [i.e. they make the Qur'an as the law of their country in all the spheres of life]. And with Allah rests the end of (all) matters (of creatures).
(28) And strive hard in Allah's Cause as you ought to strive (with sincerity and with all your efforts that His Name should be superior). He has chosen you (to convey His Message of Islamic Monotheism to mankind by inviting them to His religion of Islam), and has not laid upon you in religion any hardship: it is the religion of your father Ibrahim (Abraham) (Islamic Monotheism). It is He (Allah) Who has named you Muslims both before and in this (the Qur'an), that the Messenger (Muhammad صلى الله عليه وسلم) may be a witness over you and you be witnesses over mankind! So perform As-Salat (Iqamat-as-Salat), give zakat and hold fast to Allah [i.e. have confidence in Allah, and depend upon Him in all your affairs]. He is your Maula (Patron, Lord), what an Excellent Maula (Patron, Lord) and what an Excellent Helper!
(29) And those who pay the zakat.
(30) Men whom neither trade nor sale (business) diverts from the Remembrance of Allah (with heart and tongue), nor from performing As-Salat (Iqamat-as-Salat), nor from giving the zakat. They fear a Day when hearts and eyes will be overturned (out of the horror of the torment of the Day of Resurrection).
